Artificial Intelligence Assistants Provide ‘Unreliable and Biased’ Voting Advice, Claims Netherlands Regulator

AI chatbots have been shown to be “unreliable and clearly biased” when offering voting advice, the Netherlands’ data watchdog has reported, issuing warnings about a possible risk to democratic processes just over a week before the country’s general election.

Testing Reveals Repeated Partiality in AI Suggestions

The four chatbots tested by the authority “often end up with the same two parties”, irrespective of the user’s question or command, the watchdog explained in a analysis released ahead of the late October vote.

For over 50% of instances, the AI recommended either the far-right Freedom party (PVV) of the politician Geert Wilders or the leftwing GroenLinks-PvdA led by the former European Commission vice-president Frans Timmermans.

Some parties, such as the moderate CDA, “are rarely ever cited”, even when the voter’s query exactly matches the positions of these parties, the report indicated.

Authority Figure Cautions Against Relying on AI Assistants for Election Advice

The vice-chair of the data protection agency, Monique Verdier, commented that while chatbots may seem like clever tools, “as a voting aid, they consistently fail”. Citizens were being steered toward a political group that did not necessarily align with their ideological beliefs, she emphasized.

“This immediately affects a cornerstone of democracy: the honesty of open and just votes,” Verdier stated. “We thus caution against employing AI assistants for voting advice, as their operation is unclear and hard to confirm.”

Election Context and Party Dynamics

Netherlands citizens vote on October 29 in an election that will be keenly observed around Europe for the performance of the Freedom party.

The far-right party of Wilders is ahead in surveys but the gap to the GroenLinks-PvdA and CDA appears to be narrowing, with numerous electors yet to make up their minds.

All major parties have rejected a coalition with the PVV, meaning the party that comes second is highly probable to supply the future head of government.

Unintentional Bias Attributed to AI Operation

The authority emphasised that the AI systems were not intentionally prejudiced, and that their “noted flaws” are a consequence of the manner in which AI assistants function.
